The fair distribution of facilities and services is one of the important characteristics of a dynamic and healthy economy, and it is also of special importance in urban planning. Today, land use planning, identifying the type of land use, spatial organization of the city, determining constructions and how to adapt them to each other and urban systems are discussed (Ziyari, 2018: 25). The main effect of the rapid growth of urbanization and the excessive growth of urban areas is the collapse of the service distribution system, which has appeared in most cities of the country without exception, and has led to the breakdown of the spatial and physical structure of these cities.

In such a way that in large and even medium-sized cities of the country, most of the basic goods and daily needs of the people can be found in the commercial center of the city, regardless of their residence, which is due to the lack of optimal location of commercial and service centers (Karmi, 19:1382) and causes an increase in traffic. In the center of the city, devoting more time to buy these types of goods, the inefficiency of existing businesses, the breakdown of the hierarchical system of business centers in the city, and the incorrect use of urban spaces, are generally incompatible with the indicators of sustainable urban development.

The lack of location of service uses in the city and frequent commuting in the city has faced urban planners and managers with challenges in order to make decisions and solve the problems of the progress of the urban society. Spatial-location distribution of these services according to future urban developments and changes will bring satisfaction to the citizens.
